This South African province spends the smallest share on salaries

The Western Cape stands out as the South African province that allocates the smallest share of its overall government budget to employee salaries.

According to newly published financial statistics from Statistics South Africa (Stats SA), the province spent R45 047 million on employee compensation out of a total budget of R84 270 million in the 2024-2025 fiscal year. This equates to 53.5% of its total provincial expenditure, down slightly from 54.0% in 2023-2024.

Nationwide, public sector wage commitments continue to form the single largest expense category for provincial governments.

Across all nine provinces, total spending on employee compensation expanded 4.7% to reach R471 768 million in 2024-2025, up from R450 482 million the previous year.

On average, staff salaries swallowed 61.8% of total provincial government expenditure (R763 435 million) and 65.2% of total operating expenses (R723 986 million) across the country.

How provincial payroll allocations compare across South Africa

While the Western Cape kept its salary share near 53.5%, other provincial administrations directed nearly two-thirds of their available cash flows directly to payroll commitments.

The Eastern Cape allocated the highest slice of its budget to salaries at 65.6% (R62 440 million out of R95 173 million), closely followed by Limpopo at 65.2% (R53 945 million of R82 691 million) and KwaZulu-Natal at 64.6% (R98 172 million of R151 918 million).

Meanwhile, Gauteng dedicated 59.6% (R99 530 million of R167 073 million) to worker compensation.

Balancing payroll with capital and operational growth

By maintaining a lower proportional outlay on compensation, the Western Cape retained greater budget room for capital infrastructure and operational goods and services.

The province allocated R22 896 million toward purchases of goods and services and expanded its capital purchases of non-financial assets by 17.7% to R7 015 million.
