A man believed to be an IT specialist and part of a cartel behind a multi-million-rand motor vehicle licensing fraud has been arrested in Parys, Free State.
The suspect was found in his private home in possession of the National Traffic Information System (Natis).
According to the Road Traffic Management Corporation, the suspect used the system to fraudulently assist vehicle owners in renewing their driver’s licenses.
RTMC spokesperson Simon Zwane said: “On arrival at the location, members saw a computer screen with a Natis login screen on and a user number and password typed in, ready to carry out any transaction.”
He said prints of Natis and reports from several provinces were also found at the scene.
“Black flash books, papers with license plates, Natis login details and identity numbers were also found.”
Zwane said the suspect, believed to be an IT specialist, involved former transport department officials, Natis users and active Natis users from several provinces and the national Ministry of Transport.
“The suspect claimed that the user numbers were purchased from officials using memory sticks.”
According to the RTMC, the suspect claimed it was a large team operating in southern Gauteng and the Free State.
“They have infiltrated all provinces because they have access to Natis using the credentials of their official contacts in all provinces.”
Zwane said the syndicate is targeting all driving license test centers (DLTCs) where the biometric system has not yet been installed.
“They also have the credentials of private vehicle testing stations and can register/declare a vehicle roadworthy in the system.”
He said the following items were seized: a black cooler bag containing documents, an HP laptop and desktop computers.
“The arrest represents a major breakthrough in the investigation into the activities of this syndicate.”
“The RTMC and police have been investigating this for the past three years and believe more arrests are imminent.”
Meanwhile, RTMC CEO Advocate Makhosini Msibi commended the team for the achievement.
Msibi called on the team to redouble their efforts and ensure that all other syndicates are arrested and face the full force of the law.
Zwane said investigations are continuing and the suspect is expected to appear before the Parys Magistrate’s Court on Thursday, July 30, 2026.
