The council chamber is a cylindrical glass building created to symbolise accountability and transparency.
It sits on top of the hill in Braamfontein, overlooking the city.
Although very beautiful, the design allows the setting sun to stream into the chamber, blinding councillors on the speaker’s left and heating the chamber to an uncomfortable temperature.
