The group of eight allegedly instructed municipal clients to pay money into private accounts to restore electricity.
The State alleges this cost the municipality almost R10 million in revenue.
Meanwhile, the police are also probing a R16 million tender fraud deal with a fleet supplier.
He was allegedly contracted to supply eighteen vehicles, but only delivered seven.
The municipality’s former fleet manager is on bail for the same case.
All suspects will appear in various courts next week, while the investigation into the municipality are ongoing.
