Salary:
R2,259,984 (Senior Management Service/SMS level 16) – ALL-Inclusive remuneration package per year plus a 10% non-pension head of the departmental allowance.
The remuneration package consists of a basic salary, the government’s contribution to the government’s pension fund and a flexible part, which can be structured in terms of applicable rules and a 13th check, motor car all -purpose, compensation for homeowner and medical assistance can include.
Requirements:
- Postdoctoral qualification at NQF level 8 as recognized by the South African Qualifications Authority (SAQA).
- Ten years of experience in senior management.
Knowledge:
- Knowledge of the latest progress in the theory and practice of public management;
- Advanced knowledge of modern management systems and administration;
- Knowledge of the policy of the Government of the Day;
- Knowledge of global, regional and social affairs that influence the provincial government of the free state;

Tasks:
- Strategic management, guidance and advice with regard to displaying efficient and cost -efficient, transparent and responsive public administration, including:
- Professionally supporting the Executive (Premier and Cabinet) with regard to policy, strategies and provincial strategic stakeholders at a high level;
- Ensuring that policy development, strategic planning, program and project implementation initiatives of the provincial executive are informed by suitable and reliable information about strategic management;
- Granting Executive Governance Support Services; And
- Taking responsibility for intergovernmental relations, cooperation between the government and the coordination of actions and legislation of departments.
- Provide strategic management for the province of Free State, including:
- Functions of and organizational regulations in public service;
- Employment and other personnel practices, including the promotion of broad representativeness and human resources management and training in public service;
- The salaries and other circumstances of services of officers and employees;
- Employment relationships in public service;
- Information management and information technology in public service;
- Public Service Transformation and Reform; And
- Regularly report to the prime minister on a regular basis about the activities of the department and about matters of considerable importance for the administration.
- Offer people management services to the department, including:
- Participate in the recruitment of employees in the figures and figures that are suitable for guaranteeing the strategic plan of the department;
- Motivating, training and leading employees within the department to reach and retain excellence in services;
- Actively managing the performance, evaluation and remuneration of employees within the department;
- Monitoring information capacity building within the department;
- Ensuring involvement in the composition of a personnel plan for the department;
- Promoting good employment relationships within the department; And
- Actively manage and promote the maintenance of discipline within the department.
- Provide for financial management services to the Department, including:
- Managing participation in the budgeting process at departmental level and at branch level;
- Ensure the preparation of the annual and adjustment budgets for the department;
- Based on direct accountability for the efficient, economic and effective control and the management of the budget and expenditure of the department;
- Based on direct accountability to ensure that the correct tendering and purchasing procedures are complied with with regard to purchases for the department;
- Reporting to the prime minister and relevant supervisory wheels/committees on all aspects of the department’s finances;
- Indeed perform all tasks that have been assigned to the position of Director General;
- Based on the general accountability for the management, maintenance and storage of the department resources; And
- Ensure that full and correct data from the financial affairs of the Department are stored in accordance with any prescribed standards and standards.
