Sopa 2024: Acting North West Chief Minister highlights challenges in reversing governance collapse

Nearly two years after the national government’s Section 100 intervention was withdrawn from the North West province, acting Premier Nono Maloyi has expressed concerns about the slow progress in reversing governance collapse in municipalities. Section 100 interventions occur when provinces can’t meet their obligations and face financial distress. President Cyril Ramaphosa initiated such intervention in 2018, which ended in March 2022.

While audit outcomes showed slight improvement, only three municipalities received unqualified opinions. A significant problem remains in Ditsobotla, plagued by internal strife and governance issues. Efforts have included financial recovery plans and skills audits for municipal employees.

Maloyi highlighted ongoing challenges such as high unemployment and water supply issues but noted some economic recovery, with over 69,000 job opportunities created since 2019. Investments worth billions are in the pipeline, and initiatives like gas-to-power plants aim to combat load shedding. Infrastructure projects are also underway to improve roads and water supply. Maloyi urged respect for the ailing Premier Bushy Maape’s privacy during this transitional period.
