The Free provincial government (FSPG) is looking for a qualified candidate to fill in the following position:

Head of the department: Department of Economic, Small Business Development, Tourism & Environmental Affairs (Besta)

Employment period: Five -year contract

Salary:

R1.741.770 (Senior Management Service/SMS Level 15) -All-Inclusive Remuneration Package per year plus a 10% non-pension head of the departmental allowance.

Requirements:

  • Postgraduate qualification (NQF level 8) in economy or business administration, or any equivalent qualifications as recognized by the South African Qualifications Authority (SAQA).
  • Ten years of experience in senior management.

Tasks:

  • Give strategic direction and check the effective and efficient functioning of the department in terms of the Public Service Act, 1994 (as amended) and public regulations. This includes the effective use and training of staff, the maintenance of discipline, promotion of good employment relationships and good use and care of state properties. It also includes effective human resource management, and the performance and development of officials, such as:
    • Internal audit: promote good governance;
    • Business services: Ensure availability of competent, healthy and motivated workforce;
    • Financial management services: Support for financial administration;
    • Risk management: offering business risk management services; And
    • Meet minimum standards for information security and the general accountability for security in the department.
  • Function as the accounting officer of the department in terms of the Public Finance Management Act and Treasury regulations, including:
    • Convene the departmental budget meetings and offer strategic direction and supervision for the department; And
    • Ensure that the allocations are in accordance with the objectives of different department programs that have been set to offer services as required.
  • Carry out administrative responsibilities, including:
    • Ensuring the effective implementation of government policy on the relevant responsibility areas of the aforementioned department and public service, as well as provincial and national legislation that is relevant to the portfolio;
    • The member of the Executive Council (MEC) provides sufficient information and advising to make a solid and informed decision possible; And
    • Ensuring the development and implementation of a strategic and annual performance plan for the department to support the implementation of the priorities and objectives of the department.
  • Supervise the improvement of economic development, growth, development and sustainability of small companies in the province and ensures the delivery of programs and services for economic development.
  • Offer integrated economic, trade and sector development services.
  • Management and offer of business legal and consumer cases in the province, and offer a supervisory role for provincial state -owned companies.
  • Supervise adequate planning, growth, development and transformation of the provincial tourism sector, including:
    • Strengthening strategic partnerships for the development of tourism;
    • Ensuring the facilitation and promotion of tourism for the transformation of the sector in the province and the management of department tools for the purpose of attracting a wide range of tourists; And
    • Ensuring the development, implementation and implementation of the strategic marketing plans of the tourism department to attract potential customers and to retain existing.
  • Provide supervision of air quality implementation, biodiversity, climate change, compliance, environmental impact, protected areas, pollution control and waste management, including:
    • Ensuring the regulations and management of all biodiversity, protected areas and nature conservation cases in a way that facilitates sustainable economic growth and development in the province; And
