Resolution: The Eastern Cape Area Council hereby propose that Mr Aphelele Nokwe be elected as Eastern Cape lay representative on the National Executive.
Motivation: Mr. Nokwe is well-known to the Eastern Cape churches. He is a faithful, wise and reliable leader. The Area Council unanimously agreed that adding Mr Aphelele to our National Executive will be beneficial for both the denomination and the Eastern Cape region. (Mr. Aphelele’s Bio / Testimony will be shared asap.)

Motion 1: Theological Position Papers
Resolution: It is proposed that each year Synod propose, discuss and adopt a theological position paper.
Motivation: A question that I have constantly been asked in ministry is, “What does REACH think about…?” The bishops would select a topic for the year; appoint a theologian to draft a position paper for discussion and adoption. Position papers would be placed on REACH website for public access.
Suggestions: Position papers for future years could include amongst others: Racism, Gender, The Bible, Ancestors, Sexuality, Poverty, Evangelism vs Social Action, Complementarianism, Dispensationalism.

Motion 2: Prayer Book changes
Resolution: It is proposed that Synod (with urgency) mandate and action a change in the wording of the prayers for ‘those in authority’ in the REACH SA prayer book/app, from ‘State President’ to ‘President’.
Motivation: The title ‘State President’ was the title given to the head of the Apartheid state. The political head of South Africa since 1994 has been called the ‘President’.
Suggestions: Perhaps the prayers for those in authority could be broadened to reflect the new political realities which include premiers and mayors. Change the use of the name C.E.S.A to REACH-SA. Use inclusive language, for example, most prayers mention men only.

Motion 3: Deputy Presiding Bishop
Resolution: It is proposed that going forward Synod elect a Deputy Presiding Bishop.
Motivation:
- The Presiding Bishop’s responsibilities are large and increasing with the addition of GAFCON and REACH Southern Africa.
- Provision of leadership in a crisis or tragedy.
- To aid and facilitate succession planning.
Clarifications:
- Deputy Presiding Bishop to be a rector of a church as with all other bishops.
- This is not to be a paid position.
- Deputy Presiding Bishop does not automatically become Presiding Bishop but can be proposed for Presiding Bishop when the need arises.

Motion 4: Bursary Scheme
Resolution: It is proposed that REACH-SA develop a bursary scheme to aid in financing the tertiary education of the children of licensed clergy.
Motivation: Bursary support exists for theological training but not for any other form of tertiary/skills training.
Clarifications:
- A Section 18A fund is to be established.
- This is a legacy project and will probably take some time before significant income is available for distribution.
- Trustees to be elected from REACH clergy to administer the funds.
- Trustees to develop a system for applications and allocations.
- Bursary support to be paid from the income proceeds of the trust established and not from the capital.
- Funds to be paid for one academic year and to be reapplied for each year dependent upon adequate academic progress.
- Tertiary support to be available only to the children and dependents of licensed clergy (full time and part time) in churches that have submitted up to date annual financial reports, payslips and are regular levy payers.
- All bishops, ministers, trustees and supporters to motivate and facilitate donations to the capital portion of this fund. If each church raised a few thousand Rand distributions could start soon.

Motion 5: Salary Assistance Levy
Resolution: It is proposed that salary support be provided to clergy in underfunded communities by means of a voluntary, ring-fenced, additional levy of 1%.
Motivation: At Synod 2019 Presiding Bishop Glenn Lyons asked that the issue of underfunded clergy be addressed with urgency.
Clarifications:
- Salary support to be paid from available funds from the voluntary levies and any other amounts that can be raised.
- Salary support be available only to licensed clergy (full time and part time) in churches that have submitted up to date annual financial reports, payslips and are regular levy payers.
- No church be compelled to pay the additional levy.
- No church be compelled to apply for support.
- Salary support to be administered by the central office.
- Salary support to be for a period of one year after which it must be re-applied for.
- Salary support to be paid into the respective church account for the support of that minister.
- Ministers will not become employees of the denomination in any capacity

Resolution: a) In order to promote accountability and transparency, we propose that at each Synod the Central Trustees present a report giving feedback on all significant discussions and decisions in the previous year, including the progress on the implementation of previous Synod’s decisions and resolutions.

Motivation: ReachSA Clergy and Synod Delegates are at times frustrated by the lack of implementation and seeming lack of communication from the National Executive and Central Trustees. This motion seeks to promote more accountability and transparency.

Section B: Churches
Motion 7: Daughter church status for Southreach church Muizenberg
Resolution: Gracefields church council hereby motivates for the congregation known as ‘Southreach church’, currently a recognised church plant in Muizenberg, to be granted daughter church status.
Motivation: Southreach church, a plant of Gracefields church, Fish Hoek, has been meeting for Sunday services consistently for almost three years and has established a meaningful congregation over this time. Rev. Jon Morrison is the minister in charge and is a GWC graduate and ordained presbyter of REACH SA. Jon is the only full time employed person at Southreach Church.
The Church is currently one year into a five year rental agreement at 11 Atlantic road in Muizenberg. Southreach has thus established a stable meeting venue and has invested in all necessary audio-visual equipment, fixtures and fittings to create a viable church environment. Attendance is currently around 150 people on average, including +/ – 20 children attending kids church on Sunday mornings. A child protection policy that meets REACH SA criteria is in place and adhered to. Caitlyn kindly shares her Children’s Ministry resources with us, all resources for the children’s ministry are REACH SA approved. There are currently two weekly church services running at 10am and 6pm on Sundays. Liturgy is in line with the REACH SA practices. The Friday night youth program – Grades 7-12 has over 40 teens attending weekly. For the past 2 years Southreach has sent around 20 teens to the annual REACH SA Crossword camp. There are currently 70 Adults in mid-week fellowship groups and a growing young adult ministry. A total of 8 fellowship groups meet weekly. Although not yet completely self-funded, finances are stable and have benefited from several gospel partnerships, including financial contributions from Gracefields church, Christ church Midrand, and the Reach SA church planting fund. This has resulted in a favourable financial position.
There are sound financial governances and structures in place with a team of 5 people from Southreach having oversight and managing the income and expenses, within the financial structures of Gracefields church. The plan is for Southreach church to be self-funded, including the pastors salary, by the end of 2027.Whilst a church council has not yet been appointed (a constitution will be developed to govern this process if daughter church status is approved) an advisory leadership team of 8 people exists to support Jon as needed with ultimate oversight coming from Gracefields church council. During the transition to daughter church status, the two parties will work together to establish a constitution, a membership enrolment process and ultimately a church council in line with REACH SA guidelines.

Resolution: It is proposed that Mr Geoffrey Jacobs be re-elected as National Executive, serving as lay representative from the Western Cape region.
Motivation: Mr. Geoffrey Jacobs’s first term of 3 years has proven to be hugely beneficial to our region and nationally. He has served us with great wisdom, commitment and humility. Mr. Geoffrey has accepted this nomination.

Resolution: It is proposed that Mr Kenneth Coetzer be appointed as Central Trustee, serving as lay representative from the Western Cape region.
Motivation: He has served as Treasurer of CC Hermanus since 2018 and serves on various professional and voluntary committees. He has 30 years of corporate and entrepreneurial experience, which allows him to serve the financial, governance, and strategic needs of the organisations he serves. Resolution: It is proposed that Mrs Crystal Abdoll be appointed as Central Trustee, serving as lay representative from the Western Cape region.
Motivation: She is an active member of Emmanuel church, 12 years to date, and serves on the church’s Finance Committee. She is a mature Christian, an incredible value add to a team and a person of immense integrity. She is married to Brian, our men’s ministry leader. She is a Chartered Accountant with over 25 years’ experience in the private, public and non-governmental organisational sectors. She uses her oversight role in Committees and Boards to capacitate and hold those entrusted with governance accountable to create value for their stakeholders by embracing transparency, accountability, and integrity.
