Infected animals were traced to farms, which are now under quarantine. Tests confirmed serotypes 2 and 3 strains.
Linked farms, including those connected to Gauteng, are also under precautionary lockdown.
Over 900,000 vaccine doses have been ordered nationally.
The government says a biosecurity council is being formed to strengthen outbreak response efforts and protect South Africa’s livestock industry.
Earlier this month, Agriculture Minister John Steenhuisen said the first batch of vaccine doses is expected to arrive in the country in June.
Target areas include KwaZulu-Natal, Gauteng, and Mpumalanga, where recent outbreaks have been confirmed.
“These plans are not only about responding to outbreaks but also about building permanent infrastructure to manage future risks,” he said.
As part of a long-term strategy, the government is establishing a Biosecurity Council that will include veterinarians, scientists, SAPS, the Border Management Authority, and industry representatives.
“Biosecurity is not just an agricultural issue. It is a national security issue, and we are treating it as such,” Steenhuisen added.
