Cape Town – Auditor General, Tsakani Maluleke, said that municipalities are in default and have their financial data provided, mainly due to a lack of discipline in contrast to a lack of skill.
Maluleke said that the instability at the level of the Chief Financial Officer is also the basis of poor financial management in most struggling municipalities throughout the country.
Maluleke today told the permanent committee of the Auditor General that the free state is one of the provinces that is most struggling when it comes to non -compliance.
AG Tsakani Maluleke was back in parliament to give parliamentary members about the constant poor state of the local government.
But this time she focused her attention on the late submission of annual accounts, which led to the delayed completion of audits.
Maluleke says it is more than just a skill problem or the appointment of unqualified people.
“It is more discipline and the possibilities that a disciplined environment shows.”
Maluleke says that not finding the right people in the key positions is another reason for concern.
“Sometimes submitting financial statements because you will find that there is in particular some instability in the CFO level, and so they then struggle to get the entry at the right quality and at the right time.”
Maluleke noted that the general entries improve, but some of the same municipalities continue to expire due to local government legislation.
