Kirkwood Bulk Water
Water and Sanitation Minister Pemmy Majodina has reaffirmed the government’s commitment to fast-track the rollout of bulk water infrastructure projects across South Africa. The pledge was made during the official handover of the transformative Kirkwood Bulk Water Project to the Sundays River Valley Local Municipality on Monday, marking a significant step towards water security for the Eastern Cape.
A Milestone for Water Access
Funded through the Department of Water and Sanitation’s Regional Bulk Infrastructure Grant (RBIG), the R35 million Kirkwood Bulk Water Project is a game-changer for the region. Implemented by Amatola Water, the project includes a new 14 million-litre raw water storage dam, increasing the total storage capacity from 20.2 million litres to 34.2 million litres. This expansion ensures a reliable water supply, even during the annual maintenance shutdown of the Orange-Fish Water Scheme, which previously left communities vulnerable to shortages.
The project also delivered two new 3.0-megalitre reservoirs in Kirkwood Town and Bontrug (Moses Mabida), alongside upgraded pipework to enhance water distribution efficiency and reduce losses. These improvements will provide consistent water access to 3,963 households, benefiting an estimated population of 16,778 across Kirkwood and surrounding areas.
Supporting Communities and the Economy
The Kirkwood Bulk Water Project is more than just infrastructure—it’s a lifeline for communities and a boost for the local economy. The enhanced water reliability will support the region’s citrus industry, a cornerstone of the Eastern Cape’s economy. By ensuring a steady water supply for agricultural operations, the project safeguards jobs and strengthens export revenues, contributing to economic stability in the Sundays River Valley.
During its construction phase, from July 2023 to March 2025, the project created 41 jobs for local community members and engaged 10 small businesses, fostering economic empowerment. These opportunities align with the Department of Water and Sanitation’s commitment to inclusive development and uplifting local communities.
Minister Majodina’s Vision for Water Security
Speaking at the handover ceremony, Minister Majodina emphasised the project’s broader significance. “The completion of Kirkwood Bulk Water Project is more than just infrastructure, but a clear demonstration of this government’s urgent and unwavering commitment to water security for all,” she said. “We are now entering a phase where we must – and will – fast-track the rollout of bulk water projects across the country with speed, focus, and accountability. Water is not a luxury, it is a basic right and a driver of economic growth, health, and dignity.”
Majodina called on communities to protect the new infrastructure, urging vigilance against vandalism and theft. “We call on all South Africans to avoid, prevent, and report any acts of vandalism, or theft that threaten our water systems. These projects belong to the people [and] when infrastructure is destroyed, it is our communities, our families, and our children who suffer,” she added.
Project Components and Impact
The Kirkwood Bulk Water Project includes several key components designed to ensure long-term water reliability:
- A 14-million-litre raw water lay dam at the Kirkwood Water Treatment Works.
- Associated infrastructure, including inlet chambers, interconnecting pipework, and security fencing.
- A 3.0-million-litre steel reservoir in Kirkwood, serving Aqua Park, Bergsig, and surrounding areas.
- A second 3.0-million-litre reservoir in Bontrug, supplying Moses Mabida, Msengeni, and nearby settlements.
- Interlinking pipework to enable zoning and efficient water distribution across the municipal network.
These upgrades address longstanding challenges in the region, where water shortages have historically disrupted daily life and economic activities. The project’s design also incorporates measures to minimise water losses, ensuring sustainable use of this precious resource.
Broader Context and National Priorities
The Kirkwood project aligns with South Africa’s National Water and Sanitation Master Plan, which aims to address water scarcity and infrastructure backlogs. Recent reports highlight that over 3 million South Africans still lack access to reliable clean water, a challenge exacerbated by ageing infrastructure and climate change. By prioritising bulk water projects like Kirkwood, the government is tackling these issues head-on.
The Eastern Cape, in particular, has faced significant water challenges, with drought and infrastructure constraints affecting rural and urban communities alike. The Kirkwood project builds on other regional initiatives, such as the Nooitgedacht Water Scheme and upgrades to the James Kleynhans Water Treatment Works, which are enhancing water supply across the province.
Community and Leadership Collaboration
The handover ceremony was attended by key local leaders, including Sarah Baartman District Municipality Mayor Deon de Vos and Sundays River Valley Local Municipality Mayor Solethu Lucas. Their presence underscored the collaborative effort between national, district, and local government to deliver essential services.
Community members expressed gratitude for the project, noting its immediate impact on daily life. For households in Bontrug and Kirkwood Town, the new reservoirs mean an end to frequent water interruptions, while farmers in the citrus industry welcomed the assurance of a stable water supply for irrigation.
