Eastern Cape government not bankrupt but struggling to collect revenue, says finance MEC

The Eastern Cape government is not bankrupt, but it is battling to collect enough revenue which is crucial for funding its programmes, Finance MEC Mlungisi Mvoko said on Tuesday.
