PRETORIA – Minister in the Presidency Khumbudzo Ntshavheni says South Africans are partly to blame for the ongoing problems with foreign-owned spaza shops.
Ntshavheni says illegal shops are allowed to thrive because South Africans are the first to speak out when government tries to enforce laws.
This of course comes in the wake of the deaths of several children in Soweto.
