The public did not understand the level of risk

A climatologist has revealed that South Africa is good at predicting bad weather and sending timely warnings to citizens. But the chaos that ensued when heavy snow fell in parts of KwaZulu-Natal shows that we have no strategies for dealing with extreme climates.
