Women leaders take charge in Northern Cape SAPS – DFA

The provincial commissioner of the SAPS in the Northern Cape, Lieutenant-General Koliswa Otola, accompanied by the deputy provincial commissioner for Policing, Major-General Luntu Ngubelanga, conferred the rank of major-general on the newly appointed district commissioners of Frances Baard and ZF Mgcawu in Upington this week.

THE PROVINCIAL commissioner of the SAPS in the Northern Cape, Lieutenant-General Koliswa Otola, accompanied by the deputy provincial commissioner for Policing, Major-General Luntu Ngubelanga, conferred the rank of major-general on the newly appointed district commissioners of Frances Baard and ZF Mgcawu in Upington this week.

The event was attended by station commanders from the ZFM district and members of the district Community Policing Forum.

Northern Cape police spokesperson Sergeant Omphile Masegela highlighted the significance of the promotions coinciding with the start of Women’s Month.

Major-General Charlotte Makgari was appointed as the district commissioner of Frances Baard, while Major-General Monica Sebili was appointed for the ZF Mgcawu District.

Otola congratulated the new district commissioners, emphasising the additional responsibilities that come with their new ranks.

Makgari was born and bred in Kimberley and began her police career in 1994 at Hammanskraal Basic Training.

After completing her training, she served at the Galeshewe police station in Kimberley, working across various divisions, including Vispol and Detectives, as she advanced through the ranks. She also held the position of station commander of Kimberley and Galeshewe.

Makgari served as the acting district commissioner for Frances Baard until her official appointment on August 1.

She holds a B-Tech in Policing and has completed numerous internal courses and management programmes.

Sebili began her SAPS career in 1994, steadily rising through the ranks. She holds a Master’s degree in Development and Management, an Advanced Diploma in Management, and a National Diploma in Public Management, in addition to completing several international and local courses.

Throughout her career, Sebili has held several key managerial positions, including provincial head of ORS, where she was responsible for Public Order Policing, Border Policing, the Tactical Response Team and the Air Wing. In 2016, she served as acting deputy commissioner for Policing and, before that, was the provincial commander of Border Policing, managing 11 borders.

Her diverse experience includes roles in HRU and PSS in Honeydew. Notably, she was one of the pioneering officers who established Diepsloot SAPS in 2010, where she was responsible for Support and Crime Prevention.

Sebili also has international experience, representing SAPS as a Field Office Police Co-ordinator (FOPC) in South Sudan, where she managed the protection of civilians and oversaw police officers from Africa, Asia, and Europe. During her deployment in South Sudan, she took on additional management roles.

She served as acting district commissioner for ZF Mgcawu until her official appointment on August 1.
